Higher Education Students’ Loans and Grants Board  (HESLGB)  

The Higher Education Students’ Loans and Grants Board (HESLGB) is a Statutory body mandated to facilitate the provision of loans and grants to needy and deserving students who are pursuing higher education in accredited institutions of higher academic learning. HESLGB is also mandated to facilitate the recovery of loans from all former beneficiaries of student loans. HESLGB is looking for qualified and highly motivated individuals to fill the following available vacancies at the institution:

 

(1.) Title of Post                :         Loans and Grants Disbursement                                                                     Officer

Grade                              :         HES 5

Reporting to                    :         Loans and Grants Disbursement                                                                     Manager

Responsible for               :         Senior Assistant Loans and Grants                                                                Disbursement Officer      

Purpose of the Job                              

To process and supervise the processing of loan applications and monitoring 

Key Duties and Responsibilities:

  1. Analysing loan applicants in line with HESLGB’s criteria, identifying their needs and processing loan applications;
  2. Analysing active loan files on a regular basis and recommending solutions for speeding up the loan processes;
  3. Completing student loan contracts and clarifying on student-related policies and regulations;
  4. Interfacing with applicants to clarify or resolve outstanding issues;
  5. Submitting student loan applications in a timely manner.
  6. Preparing detailed periodical and annual loan disbursement reports;
  7. Monitoring and updating loan beneficiary account records.
  8. Responding to applicants' questions and resolving any loan-related issues.
  9. Appraising subordinate staff.

Qualifications and Experience:

  1. Bachelor’s Degree in Finance, Economics or a related field from an accredited institution;
  2. A minimum of two (2) years experience as a loan officer;
  3. Solid understanding of local and national loan regulations;
  4. In-depth knowledge of computers and loan processing experience 
  5. Outstanding interpersonal and communication skills.

 

(2.) Title of Post                 :         Assistant Loans Recovery Officer (ALRO)

Grade                              :         HES 7

Reporting to                     :         Senior Assistant Loan Recovery                                                                     Officer

Responsible for               :         Loans Recovery Clerk

Purpose of the Job

To oversee the operations of the loan recoveries and ensuring all recovery policies are adhered to.

Key Duties and Responsibilities

  1. Updating loan recovery files on the status of loan repayments;
  2. Recording new commitment towards loan recoveries;
  3. Tracking former beneficiaries with outstanding matured loans;

 

Qualifications and Experience

  1. A Diploma in Finance, Accounting, Banking, Business Management/Administration or any related field.
  2. At least 2 years experience in a similar position.
  3. Computer Skills.

(3.) Title of Post               :         Finance and Investment Officer 

Grade                              :         HES 5

Reporting to                    :         Finance and Investments Manager

Responsible for                :         Senior Assistant Finance and Investment Officer

Purpose of the Job

To provide overall financial and investment services 

 

Key Duties and Responsibilities 

  1. Participating in preparing and monitoring and controlling HESLGB budget;
  2. Participating in the designing of proper accounting systems and controls for efficient management of funds;
  3. Reconciling both Loans Disbursements and Loan Recoveries;
  4. Preparing periodic financial Reports and analysis;
  5. Keeping of accounting and investments records;
  6. Handling financial correspondence, complaints and queries in liaison with Finance Manager;
  7. Supervising and appraising subordinate staff.

Qualificationsand Experience

  1. Bachelor’s Degree in Accounting, Finance or equivalent professional qualification;
  2. Two (2) years accounting experience in a busy institution;
  3. Ability to communicate effectively at all levels;
  4. Analytical, accurate, and deadline-driven;
  5. Extensive computer literacy on relevant software packages including Sage Evolution.
  6. Supervising and appraising subordinate staff 

 

(4.) Title of Post                          :         Stores Officer (SO)

Grade                                           :         HES 5

Reporting Answerability            :         Finance and Investment Manager

Purpose of the Job

Custodian of all office stock records, inventory management and issuance of office supplies, consumables, stationery and all other stock.

Key Responsibilities and Duties

  1. Maintaining adequate inventory levels;
  2. Issuing supplies and updating the ledger;
  3. Advising Management on stock requirements;
  4. Filing of documents;
  5. Conducting stock-taking and inventory reconciliations
  6. Identifying obsolete and redundant items for timely decision 
  7. Preparing periodic stores reports

 

Qualifications and Experience

  1. Degree in Procurement and Supply Chains Management, Purchasing and Supply or Supply Chain Management
  2. At least 2 years’ experience in stores management.

(5.) Title of Post     :         Civic Education Officer   

Grade                    :         HES 5

Reporting to          :         Communications and Civic Education Manager

Responsible for     :         Assistant Civic Education Officer 

 

Purpose of the Job 

To develop and spearhead civic education programmes for both the internal and external stakeholders of the Board. 

 

Key roles and responsibilities:

  1. Creating and implementing the stakeholder engagement structure and strategy to facilitate effective exchanges between HESLGB and its stakeholders.
  2. Developing user-friendly civic education materials targeting both internal and external stakeholders
  3. Conducting sensitization meetings with HESLGB stakeholders 
  4. Developing civic education work plans and budget and submitting the same for approval
  5. Measuring and reporting the performance of all civic education interventions, campaigns, and, assessing against goals and objectives.
  6. Monitoring demands and reactions trends, conduct satisfaction research surveys on clients and beneficiaries to identify opportunities and key issues
  7. Appraising subordinate staff

 

Minimum Qualifications and Experience 

  1. Bachelor’s Degree in Communication, journalism, Business Administration or any related from an accredited institution. 
  2. Three (3) years of proven working experience in a similar role
  3. Ability to communicate with diverse audiences

 

(6.) Title of Post               :          Assistant Civic Education Officer

Grade                                 :         HES 7

Reporting to                    :         Civic Education Officer

Responsible for               :        None 

 

Purpose of the Job 

Delivering innovative civic mobilization and marketing campaigns in a dynamic and fast-paced environment

Key Duties and Responsibilities:

  1. Assisting in following up on administrative and logistical arrangements to organizing press briefings and other events, such as workshops and conferences.
  2. Assisting in the production of information materials for public awareness campaigns 
  3. Participating in the development of user-friendly civic education materials targeting both internal and external stakeholders
  4. Participating in organising sensitization meetings with HESLGB stakeholders 
  5. Assisting in the compiling and distributing of news clippings.

Qualifications and Experience

  1. Diploma in Communication, Political Science, Journalism, Business Administration or any related field from an accredited institution. 
  2. Two (2) years of proven experience in a similar role
  3. Ability to communicate with confidence a variety of topics to different audiences.

 

(7.) Title of Post                 :         Office Assistant

Grade                                :         HES 10

Reporting                          :         Human Resources and Administration Officer

Purpose of the Job

Provide cleaning and messengerial services to all directorates according to need and any other duties as may be assigned from time to time.

Key Duties and Responsibilities

  1. Emptying waste bins or similar receptacles, and disposing them to designated dumping/disposing site;
  2. Sweeping floors with brushes or dust control mops;
  3. Mopping floors with wet or damp mops;
  4. Cleaning carpeted areas and spot cleaning carpet in ED’s office;
  5. To dust, dump wipe, wash or polish furniture, windows and window sills, external surfaces of cupboards and shelves;
  6. Replenish consumable items (soap, toilet rolls, paper towels etc) within required period;
  7. Clean toilets, urinals, hand basins, sinks, baths, and drinking fountains;
  8. Filling of documents;
  9. Photocopying and binding official documents;
  10. Collection of mail to and from offices;
  11. Serving meetings and making tea for officers;
  12. Any other duties as may be assigned from time to time.

 

Qualifications and Experience

  1. Malawi School Certificate of Examinations;
  2. One (1) year work experience in similar role;
